Romania was one of the poorest nations in the EU when it joined in January 2007 but its rich cultural and diverse natural heritage was an immediate opportunity for tourism development to contribute further to national economic growth.


The year’s leading up to accession had already encouraged tourism development to take place but often in an ad hoc and fragmented manner and what was needed was a framework within which tourism development could be brought together in a more cohesive manner and the preparation of a Master Plan for Tourism was the approach taken to achieve this.


The Plan was a combination of recommendations upon institutional, policy, legal, marketing, training, statistical and investment frameworks together with the establishment of a baseline economic value of tourism to the economy, before visitor and economic forecasts were prepared based upon the implementation of a focussed marketing strategy.
